At today's Bossier Parish Police Jury meeting, jurors will consider a resolution in support of federal legislation creating a National Infrastructure Bank. It's an ambitious and wide-ranging initiative seeking to provide long-term, low-interest loans for infrastructure projects to states and municipalities — without requiring new federal taxes or appropriations.
The latest version of the measure has been kicking around the halls of Congress since 2023, but it is not currently on the legislative agenda.
The idea was also floated by President Barack Obama in 2011, and quickly rejected by Republicans. The 2023 bill, originally sponsored by Rep. Danny K. Davis (D-Illinois), was a spin-off concept from Franklin D. Roosevelt's "New Deal" and aimed to spark a U.S. resurgence in manufacturing.
It was widely supported by Democrats, with all 47 co-sponsors of the 2023 bill being Democrats, but Republicans have generally not been on board with the measure. House Speaker and Bossier resident Mike Johnson has not made any specific comments or taken a stance on the "National Infrastructure Bank" as a standalone proposal. However, Johnson voted against the 2021 Infrastructure Investment and Jobs Act, a significant bipartisan infrastructure package. This suggests a general resistance to large, potentially sweeping infrastructure initiatives. A BossierNow request for comment from Johnson on the NIB had not been returned by the time of publication.
The NIB website says the legislation would "create a $5 trillion bank to fund U.S. infrastructure. The NIB is modeled on four previous banks, beginning with the First and Second Bank of the United States, and was used by Abraham Lincoln and Franklin Roosevelt. Each time the bank was used, America developed as a manufacturing nation. It must be used for that same purpose today."

Bossier Parish Sheriff's Office announces first annual 'Kids Shoot for Youth Charities'
The Bossier Parish Sheriff's Office is sponsoring its first annual "Kids Shoot for Youth Charities." The youth sporting clay competition is "more than just a day of fun at the range; it is a chance to make a real difference in the lives of children across our community and beyond," BPSO says.
The competition will be held on Saturday, October 18, 2025, at the Bossier Sheriff's Youth Shooting Range, 2860 Old Plain Dealing Road, in Plain Dealing.
Proceeds will benefit five organizations devoted to children's health and safety: St. Jude Children's Research Hospital, March of Dimes, Shriners Children's Hospital, The Gingerbread House Children's Advocacy Center, and Easter Seals.
"We are honored to sponsor this event to benefit these outstanding organizations," Sheriff Julian Whittington said. "It is a great way for our young people to come together, enjoy some friendly competition, and know that their efforts are supporting children in need."
The shoot will be limited to the first 15 teams that secure a spot by submitting a completed registration form and entry fee. There are also limited spots for individual shooters.

It's back to school in Bossier Parish this week
The first day of school in Bossier Parish is Thursday for grades 1 through 12. Thursday, August 14, is the first day of school for students attending kindergarten. August 21 is the first day for pre-K kids.
