Sometimes, the off-the-cuff comments of City leaders reveal more than actual agenda discussion. Such was the case Friday when a Bossier City Council investigative committee met in an open meeting.
The panel was formed to probe the Chandler Administration's possible involvement in alleged unapproved spending for "free driveways" — parking lot improvements at Scot’s Audio and Bossier Power Equipment following construction of the Walter O. Bigby Carriageway.
A special Council meeting immediately followed.
The two meetings were marked by heated exchanges, particularly between committee chairman Brian Hammons and Assistant City Attorney Richard Ray. Head-scratching comments were made by both Hammons and Ray — as well as other city leaders.
Wait, what?
One of the most bizarre statements was issued at the beginning of the special-called council meeting by District 5 councilmember Vince Maggio. Maggio, who rarely speaks during council meetings, requested to make a statement at the beginning of the meeting.
"I'm Vince Maggio, councilman of District 5. I just want to set the record straight. I didn't know nothing about this, and I didn't take no money from District 5's budget to pay for the parking lots. Thank you."
There was an awkward pause before Council President Chris Smith asked if there were any other council comments.
Sorry, not sorry
Following some of the bickering that happened at both meetings, councilmember Brian Hammons apologized — or did he?
"Mr. President. I apologize for my actions earlier, since the words I'm hearing out of everybody's mouth, I guess I'm the one that made Bossier City look bad. I apologize for that one way, and another way, I don't."
Let's be boring
Councilmember Cliff Smith expressed his desire for council meetings to be less eventful.
"I told one person that they were going to need to find a new group to focus on, because we were going to be boring. I hope that once we put this to bed, that we become boring."
Email? What email?
One of the most shocking revelations came from City Assistant Attorney Richard Ray, when he was asked why he had not supplied the emails requested during the investigative committee's discovery effort.
"If you ask me for an email beyond 30 days, I'm not going to have it."
I did it
Perhaps the most impactful comment of all was made by Mayor Tommy Chandler, just weeks before the committee announced the end of its investigation into the "off the books" City spending.
"Why spend the money on an investigation when it's already been taken care of? Tommy Chandler approved that."

Comcast is making a $19 million investment to expand its high-speed Internet infrastructure in Bossier City. The company is rolling out new services in select neighborhoods this year, with full infrastructure completion expected by the end of 2026.

This summer, Comcast’s presence was felt across Bossier City through its support of local events. The company lit the Bakowski Bridge of Lights in purple, a symbolic gesture of its growing connection to the region. At the Red River Balloon Rally, Comcast brought branded experiences and interactive activities that celebrated the city’s vibrant culture and community spirit.
Comcast also partnered with the African American Celebration Corporation to host the 5th Annual Free Haircut Giveaway for veterans and military families in Bossier City and Shreveport.
