The City of Bossier City issued an official meeting notice Wednesday afternoon regarding a property tax roll forward.
BossierNow context:
Local taxing authorities can either increase or decrease a millage due to the change in the tax-value base.
A "roll back" of a millage lowers the tax rate to compensate for the increased valuation — meaning property owners pay the same amount of taxes.
A "roll forward" of a millage allows the taxing authority to gain additional revenue from the reassessment — in effect, a tax hike.
Here is the official notice:
“Notice is hereby given pursuant to Article 7, Section 23(C) of the Louisiana Constitution and LA R.S. 47:1705(B) that a public hearing of the City of Bossier City in Bossier Parish will be held at its regular meeting place at the Bossier City Municipal Complex, City Council Chambers, located at 620 Benton Road, Bossier City, LA on Tuesday, September 9, 2025 at 3:00 p.m. to consider levying additional or increased millage rates without further voter approval or adopting the adjusted millage rates after reassessment and rolling forward to rates not to exceed the prior year’s maximum. The estimated amount of tax revenues to be collected from the increased millage is $18,375,978, and the amount of increase in taxes attributable to the millage increase is $1,040,150.”
The City Council must approve a roll forward with a super-majority vote. There is no voter approval required.
At Monday's Bossier City Council workshop regarding sanitation fees, City CAO Amanda Nottingham hinted that a property tax rate hike might be an option to help the city avoid future deficits.
Owners of Red River Billiards tell the Bossier City Council the one thing the city needs
Josh Morvant and Micah Duffy, owners of the new Red River Billiards, appeared before the Bossier City Council this week to introduce themselves and express their gratitude to the city for its support.
"We've got some people that wanna spend some money in Bossier. So we're gonna make sure that that happens now that we've moved our businesses to Bossier," Morvant said. "We wanna be instrumental in continuing development in South Bossier. We don't wanna just be another business that opens and makes money for us. It only works for us if the city and us get engaged together and continue to push economic development forward."
Morvant said that he and his partners invested approximately $6 million in the new pool hall, which features a full restaurant and bar.
"We have about 30 events scheduled through 2026, so where we're gonna bring in outside money," he added.
Then Morvant offered a suggestion as to the one big thing Bossier City lacks.
"We need hotels, guys. If we're gonna continue to do what we're doing and bring in outside money from outside the state, we need hotels," Morvant said. "So that's really my ask for the City Council. Any development or developer that is interested in hotels, we need to really pay close attention to that, because they can bring in some serious revenue. The more hotels that we have for hospitality where people can stay, the more events that Brookshires [Arena] can have, and we can have. But if we continue to have these events, if we're sending our money back to Shreveport, it does us no good. It really shoots us in the foot."
Naaman's, a popular Texarkana barbecue eatery, opening a Bossier City location
Naaman’s, a well-known Texarkana barbecue eatery, is soon opening a Bossier City location at 2157 Airline Drive. That's the former location of El Potrillo.
Owner Darby Neaves began the operation in 2012 as a food truck in Ashdown, Arkansas. However, most fans will remember it as a humble little roadside eatery when he moved Naaman's to Texarkana. The rambling, ramshackled building was filled with local mementos and "collectibles." But the barbecue and sides were outstanding.
Later, that modest little hut was abandoned, and Naaman's moved to an upscale restaurant on the opposite side of the road.
In recent years, Darby expanded his menu well beyond barbecue, steaks, sliced brisket, and ribs. Now, you'll find chicken-fried steak, sausage wraps, grilled chicken Caesar salad, brisket tacos, thick-cut pork chops, mesquite-smoked salmon filet, and more. Sides included fan favorites such as adult mac-n-cheese, green beans, potato salad, and coleslaw.
The Bossier City location is currently hiring staff, and a grand opening date has not yet been announced.
Water boil advisory issued in Bossier City
The City of Bossier City has issued a boil advisory for a small portion of its water system. The advisory is for Bossier City water customers and businesses along the east side of Hamilton Rd. between Barksdale Blvd. and Cox Street.
Bossier City maintenance crews responded to an emergency water main blowout at approximately 11 am Wednesday at the corner of Hamilton Rd. and Martin Lane. The eight-inch water main was damaged during boring for a gas utility line. The main was repaired by 5:00 pm.
The advisory is a precautionary measure, and Bossier City recommends that affected customers boil their water for one minute before consuming it until the advisory is rescinded. The advisory applies only to water used for consumption.
Customers will be notified when the advisor is rescinded.
