Bossier City Council goes behind closed doors once again, this time to deal with two lawsuits
A special meeting has been called for 11 am today for the Bossier City Council. Members will go into a closed-door executive session to discuss two lawsuits filed against the City.
One suit, filed by Wes Merriott of SOBO.live alleges violations of First Amendment rights and open meetings laws.
The suit claims that Bossier City Council regulations regarding public comments at the time the lawsuit was filed, silenced "viewpoints disfavored by councilmembers" and "chilled speech by members of the public." Merriott was threatened with removal from council meetings.
Defendants in the case are the City of Bossier City, as well as former councilmembers Jeffery Darby, Jeffrey Free, David Montgomery and city attorney Charles Jacobs.
The council will also discuss litigation strategy for a lawsuit mounted by Red Rover, a dog training, grooming, and boarding business. The lawsuit claims former Deputy Chief of Operations Steve Pennell, city attorney Charles Jacobs, and city permits director Rodney Taylor harassed and attempted to shut down the business.

The council will also hold its regular meeting, rescheduled from Tuesday, today at 3 pm.
Bossier Sheriff's Office searching for suspect in multiple offenses
The Bossier Sheriff’s Office is asking for the public’s help in locating Devon Williams, a 25-year-old black male wanted in connection with multiple offenses.
Williams, is approximately 6’3” tall and weighs around 170 pounds and is wanted for filing false public records, misrepresentation during booking, and resisting an officer by false information.
He was last seen in Bossier City, near Norris Drive.
The Bossier Sheriff’s Office urges anyone with information on Williams’ whereabouts to contact the Bossier Sheriff’s Detectives Office at (318) 965-3418. To remain anonymous, tips may also be submitted through Bossier Crime Stoppers at (318) 424-4100 or through the P3 Tips mobile app.

The Bossier Parish Highway Department will temporarily close Bolinger Cutoff Road today to allow work crews to make necessary repairs at the railroad crossing.

Local businessman urges attendance at today's Bossier City Council meeting
Bill Alley of Landmark Realty has been front-and-center at recent council meetings due to a sweeping increase to a public works fee imposed on apartment complexes. Now, Alley is asking Bossier City citizens to attend Wednesday's city council meeting (rescheduled from Tuesday) — but not to discuss fees or taxes, but to thank the council for its transparency.
"We need everyone to attend this meeting Wednesday, September 10, 2025 at 3 pm if possible, at the Bossier Council chambers," Alley said. "We want to fill the Council Chambers with standing room only to say thank you to the seven City Council members for bringing transparency to our City Government."
Alley says citizens are simply being asked to show support for the new Council's direction, and to encourage the Chandler administration to be fiscally conservative.
"We want to send Mayor Chandler a strong message: 'No more increases' in Taxes, Sanitation, Beautification, EMS Fees or Water Bills. As we all live within our means, the Mayor and his administration need to do the same thing," Alley added.
