Bossier School Board throws financial lifeline to STARBASE
The Bossier Parish School Board voted Tuesday to provide a lifeline to the STARBASE education program, which has lost its funding during the government shutdown.
STARBASE is a STEM (science, technology, engineering, and mathematics) education center sponsored through the 307th Bomb Wing of the Air Force Reserve Command at Barksdale Air Force Base. It has been struggling to stay open since the first of the year, when Congress slashed the funding of the 90 locations across the nation.
The government shutdown made the center’s situation even more dire, with a full closure of the facility imminent.
Jason Rowland, superintendent of the Bossier Parish School Board, told board members that he had received a call last week from the STARBASE director.
“He was notifying me that the doors to STARBASE would be closed on November 3rd,” Rowland said. “And so what that would mean for Bossier schools is that Curtis Elementary, who had all their fifth grade scheduled for the month of November, and Apollo Elementary for the first two weeks of December, they would be canceled because of the government shutdown.”
Rowland called board president Eric Newman, vice president Sherri Pool, and BPSB chief financial officer Nicia Bamburg to discuss funding options.
The decision was made to tap the Bossier Educational Excellence Fund (BEEF), a permanent trust fund created in 1985 from Louisiana Downs revenues, to fund STARBASE through mid-December.
“I’d like to make a motion that the Bossier Parish School Board approve the allocation of funds from BEEF to support and fully fund the remaining schools that are already scheduled through December 12, 2025, to attend the STARBASE program,” Rowland said.
That motion, put before the board on Tuesday, passed unanimously.
“This is not the first time we’ve stepped up to keep the doors open there,” District 6’s Glen Bullard noted. “And it’s proved to be very beneficial to our students.”
Superintendent Rowland added that there was no guarantee the school board would be reimbursed for the STARBASE funding.
“As in the past, we knew we would get the reimbursement. But this time around, there’s not. But we will bring, if this continues, we will bring further requests to you, if need be, after the first of the year,” Rowland added.
In a continuing lack of transparency on financial affairs, the Bossier Parish School Board did not note the amount of funding that was being provided to STARBASE in its agenda or in documents attached to the meeting agenda.
Also, a review of July and August financial statements by the school board’s finance committee was mentioned at Tuesday’s meeting, but no details of the statements were released or discussed.
VetFest ‘25 at the EBD Plaza Saturday
A Veteran’s Day celebration is planned for Saturday in the East Bank Plaza with VetFest 2025.
From 10 am to 5 pm, the East Bank Plaza will host a variety of veteran resources and vendors, along with food trucks, inspirational speakers, and live music from Jimmy Wooten, Seth Bradford Music, and Miranda Gonzales Boothe.
Looking for some family fun? The VetFest will also include a Kids’ Fun Zone with a bouncy house, petting zoo, face painting, and more, with raffle prizes for parents.
Bossier Parish to honor veterans at centuries-old celebration Friday
A storied military tradition that dates back hundreds of years will unfold at 10 am on Friday, November 7, 2025, at the Bossier Parish Community College Billy Montgomery Gymnasium, when District 5 Louisiana State Representative Dennis Bamburg, Bossier Schools, and BPCC host a Veterans Tattoo Ceremony.
The event is free and everyone is invited to attend.
The Military Tattoo traces its origins to the 17th century, when the Dutch Army sent drummers into towns to announce that it was time to return to the barracks. The process was known as “Doe Den Tap Toe,” an old Dutch phrase meaning “turn off the taps.” However, the troops only heard “Tap Toe,” which in time was shortened to “Tattoo.”
The event will include performances by students throughout Bossier Schools in the Talented Arts Program, Band, Drum Corps and Air Force Junior ROTC. There will also be a simulated enlistment ceremony, final roll call, Taps and more.
