Bossier City’s finances are good, but you have to look past fund transfers and accounting nuances
A snapshot of the City’s finances was presented to the Bossier City Council in a regular monthly report by Angela Williams, finance director for the City of Bossier City.
While the City is on solid financial footing, some of the numbers may sound better than they really are until you consider the impact of fund transfers and accounting nuances.
Williams reported on the financial standing of the City through October 31st, 2025:
Revenue is 19% over budget, however some of that is due to fund transfers and delayed collections. Williams said the majority of the increase in general fund revenue is due to higher sales and utility tax collections compared to the previous year. Sales tax capital fund revenue is due to higher sales tax compared to the prior year, and to a transfer from the equipment replacement fund to replace CNG vehicles. The majority of the increase in the Parkway Capital Fund revenue is due to higher sales tax receipts compared to the prior year and a transfer from the 2018 LCDA bond fund to reimburse capital projects. EMS fund revenue is due to higher billing. The majority of the increase in sales tax fund revenue is due to $2.1 million in online collections for October 2024 that were delayed and received after the month’s end.
Expenses are 7% under budget. Expenses increased due to a third payroll in October 2025 compared to two payrolls in October 2024. The public service and sanitation fund had increases in street sweeping and grass-cutting.
Sales tax revenue is up 3.8%. Williams initially reported sales tax revenue was up 25.8% compared to October 2024, but added that $951,000 was due to delayed online payments from the prior year. When those payments are included in the prior year, there was an increase of $204,000 or 3.8%.
Full-time employees are 11 more than last month and 20 under budget. Part-time employees are two fewer than last month and 13 under budget.
Water and sewer utility net operating income after debt service for October 2025 has decreased 21% compared to the prior year. Current year-to-date income is 16% below the prior year and 11% over budget on a rolling 12-month basis. Net operating income is down 26%.
The council also:
Authorized the sale of a half-acre of City property on Airline Drive to Delta Airline Drive, LLC for $295,000 for the establishment of a retail business.
Approved an ordinance to expand and enlarge the existing industrial property tax exemption program for CellXion.
Introduced an ordinance to purchase tasers and taser training for the Bossier City Police Department.
Introduced an ordinance to raise the fees for new water meters and tapping fees.
Introduced an ordinance to set a formal City Council approval process for Mayoral appointments to boards, commissions and committees.
I-20 update: Westbound on/off ramps at Airline Drive reopen
The Louisiana Department of Transportation and Development reports that the I-20 westbound on-ramp at the LA 3105 (Airline Drive) interchange in Bossier City has reopened to traffic following its full reconstruction as part of the ongoing I-20 major rehabilitation project.
The westbound off-ramp at Airline Drive is slated to reopen to traffic today, Wednesday, November 19, 2025.
The Airline Drive eastbound on and off-ramps were reopened to traffic on Friday, October 24, 2025, after being fully rebuilt.
The reopening of the Airline Drive interchange marks another significant milestone for the $128 million project that is providing a host of critical improvements to the 3.5-mile stretch of I-20.
The Barksdale Blvd. and Benton Rd. on-ramp to I-20 westbound is anticipated to reopen in late November 2025, with the I-20 eastbound off-ramp to Benton Road on course for reopening in late December 2025.
All major concrete paving work is also nearing completion, a critical component of the overall project, which include the total reconstruction all travel lanes, roadway base, and interchange ramps from Benton Road to Industrial Drive in Bossier City. New drainage structures, street lighting improvements, and all new striping & signage are also included.
The entire project is anticipated to wrap up in early 2026, weather and other factors permitting.
