Bossier City streets on the wish list to be fixed — and how to add one that’s not on the list
At the first meeting of the Bossier City Council’s infrastructure committee Tuesday, a list of projects were discussed that are being submitted for capital outlay funding requests to the state.
On top of the list: repair and improvements to Hamilton Road. The project will likely be on the construction calendar in the third quarter of 2026, unless funding can be acquired earlier. Viking Drive improvements are meant to expand the City’s east-west corridor with expansion to five lanes and a shoulder. Currently there are two lanes and a turn lane but no shoulder.
Airline Drive improvements between Beene Boulevard and Viking Drive would include widening.
A Kubota Way extension would connect it to Medical Drive, which would ultimately give another avenue to connect to Highway 71 South.
Improvements at Wimble Drive for the traffic signal and the intersection.
Northgate Road at Patricia Drive intersection improvements.
Sidewalk improvements through Northgate and Patricia would update the signal so that it would be compliant with pedestrian traffic.
Texas Street and Hamilton Road left turn signals. “We have gotten a tremendous number of calls.There was a protected turn there that was removed when they updated the signal and completed the Carriageway project, much to the dismay of many who travel that route,” CAO Amanda Nottingham said.
City engineer Andy Bajnauth noted that DOTD is upgrading many traffic lights in the city to allow flashing-yellow turn lights, which indicate that drivers can turn after yielding to oncoming traffic.
“You can see where they have poured the base for mast arms,” Nottingham added. “I know they’re in place at Airline and Viking, and you’ll see the foundations that they poured where they will upgrade those signals.”
Airline Drive at Greenacres Boulevard intersection improvements. “That has become an issue with Innovation Drive being utilized more,” Nottingham said. “And so the traffic, if you are on Greenacres Boulevard traveling east, and you want to turn north onto Airline, there is no protected arrow. And there’s just a constant flow of traffic of people that are coming off of Innovation going south on Airline. And so traffic study is underway right now to assess that, and we wanted to put the funding request in.”
While not on the capital outlay list, District 1’s Brian Hammons said that the overlaying of Highway 71 from Westgate down to Sligo Road should be considered.

Bossier City water: At least five years before the end of chlorine burns
Consulting engineer Ben Rauschenbach was asked at the infrastructure committee meeting if improvements to the City’s water system would mean the end of chlorine burns in Bossier City.
“We’ve gotten beat up in the press the past couple of days,” committee chair Brian Hammons said. “Will this alleviate what we always still have to do, the chlorine burn?”
“It will help,” Rauschenbach replied. “To swap completely over to a chlorine-only system and then dial that disinfectant back, we really need something to take the organics out of the water completely, so that’s the future.”
The nanofiltration system that’s being tested, which would ultimately reduce the need for chlorine cleansing of Bossier City water, is years away from being funded and constructed.
“I know we get chlorine complaints. If we didn’t have to do it, we wouldn’t, but it’s something that we monitor very closely,” Rauschenbach added. “We turned the ammonia on today, and we’ll be doing a flush Monday through, you know, the better part of next week, swapping everything back over to chloramines and completing this year’s cycle of that. So it’s just something we have to do. We’ve been doing it since 2018.”
Rauschenbach told BossierNow after the meeting that phase one of a three-step process to complete the nanofiltration upgrade would take “at least a year.”
BossierNow: “So what’s your best guess for when all three phases would be completed?”
Rauschenbach: “I don’t have a good answer to that. I know we were with Senator Bass today and talking through funding. That project, I think, makes the most sense if the city can partner with state and federal dollars to get it done. Otherwise, the city customer has to pay for that.”
BossierNow: “So five years?”
Rauschenbach: “I think if we were inside of five years, that’d be a major win. But I don’t think that’s out of the question.”
