Bossier City Council holds tax rates, punts on off-the-books spending probe
As Council President Chris Smith told BossierNow nearly two weeks ago, there was no appetite among council members to raise property taxes. While the Mayor Tommy Chandler administration originally issued a public notice of a tax roll forward, which was reported exclusively by BossierNow, by the time it reached the council agenda, it had simply become a renewal of last year's prevailing rates.
"What was the millage that was charged that was charged by Bossier City for the year 2024?" Smith asked City Finance Director Angela Williamson at Tuesday's council meeting.
"21.50 total [mills]," she replied.
"And when this passes, what will the millage be for 2025?"
"21.50"
Apparently, the Chandler administration determined that it had no appetite for raising taxes either.
In other business Tuesday, the Bossier City Council:
Gave initial approval to allocate $3 million to fund water meter replacements.
Introduced an ordinance authorizing the purchase of property for a new Council on Aging facility.
Introduced an ordinance to authorize the installation of 4-way stop signs at both intersections of Preserve Blvd. and Collum Dr., the intersection of Fullilove Dr. and Wilder St. and at the intersection of Anita St. and Gay Blvd.
All three matters will come up for a final vote at the council's next meeting
The investigation into the Chandler administration's off-the-books spending
Meanwhile, the Chandler administration's use of public funds for the expansion and improvement of parking lots at Scot’s Audio and Bossier Power Equipment was yet again before the council Tuesday.
The council considered the hiring of an independent attorney to advise it on matters related to the internal investigation. City Attorney Charles Jacobs and Assistant City Attorney Richard Ray have acknowledged their involvement in the matter and have a conflict of interest in the ongoing inquiry.
That investigation, led by Councilmember Brian Hammons, recommended that the council forward the results to law enforcement agencies. However, last week the council delayed any decision in order to accommodate an executive session requested by the Chandler administration.
Following the closed-door meeting, Council President Chris Smith said no action would be taken as a result of the executive session.
Smith did not announce next-step plans regarding the investigation.
BCPD issues warning about scammers posing as law enforcement officers
The Bossier City Police Department is warning the public about a surge in scams involving individuals falsely impersonating law enforcement officers in an attempt to defraud victims.
These scammers contact people by phone, email, and even through fake websites, demanding money or personal information under the pretense of legal or law enforcement actions.
Scammers may claim the victim has an outstanding warrant, failed to appear for jury duty, or owes a fine, and threaten arrest if payment isn't made immediately. They may even "spoof" caller ID information to make the call appear legitimate.
The scammers may also request payments via unconventional methods like gift cards, wire transfers, or cryptocurrency, which are red flags for fraudulent activity.
BCPD says:
Legitimate law enforcement will not demand immediate payment or threaten arrest over the phone.
Never provide personal information, including financial details, to unsolicited callers or through suspicious websites.
If you receive a suspicious call, hang up and verify the information through official channels.
Report any scam attempts to your local law enforcement agency.
Be skeptical of unsolicited calls or emails claiming to be from law enforcement. Verify the caller's legitimacy by contacting the agency directly using a number obtained from an official website.
Do not provide personal information, including financial details, to unknown callers. If you suspect a scam, report it to your local law enforcement agency.
Bossier Parish Sheriff’s Office asks for the public’s assistance in locating a missing person
Cable Tallant, a 32-year-old white male, has been reported missing. Tallant was last seen on July 31, 2025, near Plain Dealing.
He is 6 feet tall and weighs about 150 pounds.
On August 11, 2025, the Chevrolet pickup truck he was driving was found abandoned in a wooded area near Plain Dealing, BPSO says.
Deputies and investigators are actively working to determine Mr. Tallant’s whereabouts. Detectives are urging anyone who may have seen him or has information related to his disappearance to contact Bossier Parish Sheriff’s Detectives at (318) 965-3418, or Bossier Sheriff’s dispatch at (318) 965-2203.
Bossier City Council members to speak at the South Bossier Lunch Group today
